Learning for All Community Outreach Toolkit

We’re excited to announce the release of the Community Outreach Toolkit, a practical and user-friendly resource designed to support adult education organisations in reaching and engaging migrant and refugee learners more effectively.

Developed as part of the Learning for All project, the Toolkit offers a step-by-step guide for adult education staff, particularly those involved in outreach, communications, and learner support—to design and deliver inclusive and accessible outreach strategies.

What’s inside?
The Toolkit is built around four key sections:

Strategic Outreach Planning
Learn how to identify and understand your target communities, map local networks, and set clear goals for engagement.

Community-Centred Messaging
Explore how to craft messages that resonate, reduce stigma, and build trust with potential learners from migrant and refugee backgrounds.

Channels and Tools
Get practical advice on using digital platforms, local partnerships, and community ambassadors to extend your reach.

Evaluation and Reflection
Discover methods for reviewing what works, improving ongoing efforts, and ensuring sustainable impact.

Why this Toolkit matters
Many adult education centres are keen to become more inclusive—but often struggle to engage the learners who would benefit most. The Community Outreach Toolkit addresses this gap by translating good intentions into concrete, adaptable actions.

It draws on real experiences from adult education providers across Europe and aligns with EU values on inclusive education, access, and social cohesion.

Designed for real-world use
Whether you’re working in a small local centre or a larger adult education network, the Toolkit is designed to be:

Easy to navigate

Flexible and adaptable

Grounded in the voices and needs of both learners and educators
